当地时间2024年12月29日，美国前总统卡特逝世，终年100岁。卡特担任总统期间的诸多外交成就中，最引人注目的当数推动中美建交。
忆及卡特，美国弗吉尼亚大学名誉教授雷朴实(Bruce Reynolds)在接受中新网采访时表示，卡特为人正直、聪颖，他训练有素，且做事尽心尽力，是一个以事实和分析做判断的人。
雷朴实指出，卡特一生都在倡导和平，始终坚信应该做正确的事，他的勇气有助于推动中美两国建交。卡特坚信，这些举措是正义之举。(薛凌桥)
Jimmy Carter, who served as the 39th president of the United States from 1977 to 1981, died on Dec. 29, 2024, at the age of 100. Among Carter's many diplomatic achievements during his presidency, perhaps the most notable was promoting the establishment of diplomatic relations between the U.S. and China.
Recalling former U.S. president Jimmy Carter, Bruce Reynolds, a professor emeritus from the University of Virginia (UVA), told China News Network that Carter is a man of morality, intelligence. He is well-trained with committed attitude throughout his career. Besides, he is a man believed in facts and analysis.
Reynolds further pointed out that Carter is committed to making peace all his life and he is persisted in doing right things. He added that it is Carter’s courage that makes the establishment of the diplomatic relations between the U.S. and China possible, In the eyes of Carter making peace represents doing right things . 坚持因地制宜、科学抗旱，河库灌区及时开闸放水，增加流量，采取疏通渠道、维修涵闸等措施，做到远送多浇、有水可浇；引黄灌区根据抗旱需水情况，及时开闸放水，争取多引黄河水；平原灌区发挥机电井作用，采取有效措施保障机井通电，并组织投入各类排灌机械179.4万台，努力增加抗旱播种面积。丘陵岗区利用坑、塘、堰、坝等小型水利工程组织抗旱播种。夏播以来，全省累计抗旱浇水7977.3万亩次，播种进度与常年相当。
6月14日上午，水利部组织开展抗旱专题会商，分析研判华北黄淮等北方地区旱情形势，要求即日起，受旱地区上游黄河、海河、淮河流域的控制性水库全部进入抗旱调度模式，加大下泄流量，保障抗旱用水需求，确保城乡居民饮水安全，以及规模化养殖和大牲畜用水安全，全力保障灌区农作物时令灌溉用水。6月14日15时，水利部将针对河南、河北的干旱防御应急响应提升至三级，目前维持针对山西、江苏、安徽、山东、陕西、甘肃6省的干旱防御四级应急响应，并派出两个工作组正在一线指导抗旱工作。
省应急管理、农业农村、水利等部门成立由25个厅级干部带队的工作组和27个专家组，分片包市深入一线、深入基层，对各地水源调度抗旱播种、抗旱保苗等工作进行督促指导，及时协调解决遇到的实际困难和问题。各地也积极采取行动，组织人员力量全面开展抗旱。
